303	C127, C128	If UC Location Code 2 (C127) is "1" then UC Location Code 3 (C128) should be "1" or "2". If UC Location Code 2 is "2" then UC Location Code 3 should be "1".
304	C127, C4319	If UC Location Code 2 (C127) is "1" then Systemwide Administrative Unit (C4319) should be blank or "0". If UC Location Code 2 is "2" then Systemwide Administrative Unit should be "4", "5", "6", "7", "8", or "9".
305	C021, C128	If UC Location Code 3 (C128) is "2", then Systemwide Administrative Unit (C4319) should be blank or "0".
